Learning Outcomes:

How effective pre proceedings can prevent delay and avoid the need to commence care proceedings

  • Overview of the best practice following the recommendations of the Public Law Working Group and the President’s Guidance on how to achieve best outcomes within the child’s timescale.
  • The importance of early intervention and strengthened practice resulting in the identification of families who should enter or exit the Public Law Outline process
  • Understand Public Law Outline stages and implement them within statutory timescales
  • Understand the different routes of the Public Law Outline pre proceedings process and how it can support or avoid care proceedings
  • Understand the importance of clear and consistent communication with parents and professionals (including Independent Reviewing Officers, Children’s Guardians) to prevent drift and delay.

Trainer: Shefali Shah

Director of Kingsley Knight Training, specialist in legal and social care training

Shefali has been a senior solicitor and is a highly experienced national trainer. Shefali was a member of the Law Society Children Panel for nearly 20, with over 25 years of experience as a solicitor and manager in various local authorities. Shefali has been a former legal advisor to Independent Adoption Agencies and the Independent Review Mechanism. Shefali also teaches social care law academically on various social work undergraduate and postgraduate degree programs.

Shefali is also the author of Key Changes to Family Justice (England), and The Child’s Legal Journey Through Care, both published by CoramBaaf. Both legal publications detail an outline of the PLO process and how to achieve the statutory timescales.
